Can I change the structure of the container?

Is it possible to move the parts of the container and change their position? For example - the top part is Comments (#), Sort By, and Logged in area. Can I separate the "Logged In" and move it to the footer, below the "post a new comment" box?

Or, as alternative, moving the comment box up, between the first comment and the Logged in area.

If it's possible, how to do it with the code?
