Clearid.php not working

I have reported this issue several times, everytime i get an automated answer from the support. I am stuck with 'blog already registered' error. After i ran the clearid.php and having logged into to my id account, when i click on 'Comments' it says 'you dont own that blog' please use the login to that account that owns the blog.

I am not sure which account owns the blog.I have tried all the logins that i used in the past to make it work, but it does'nt seem to work for neither of them

I tried installing my blog from ID account but get the same 'blog already registered' error.

I have also noticed that when the import comments starts running, it shows '7152' comments.
when infact there are 22000 comments currently on my blog.
