Inappropriate?That looks like it's a WordPress "Page" (as opposed to a Post).
Do you have commenting enabled on that page? And does your theme support comments on Pages (quite a few don't). IntenseDebate will only load if your theme includes the normal process for loading comments (which is generally just to load comments.php from your theme directory).
