'make' function for twitter bot

the twitter thing is fantastic, but you need to add a 'make' command so that we can make new projects if we like - did consider building it into the 'start' command (e.g. make one if it doesnt already exist) but then it might make projects with similar names if you misspell it, so a separate command would be better!
