Publisher Distribution: May publisher purchase own magazine at cost?

May a publisher buy multiple copies of their own magazine at "cost" and will the per issue shipping fee apply? For example: I publish a magazine and would like to distribute 25 copies at a meeting I am attending. May I, as the publisher, purchase those 25 copies at the 0.20/page rate and have them shipped in bulk to me at a cost lower than $1.40 per issue?
