Packetpost rates for rm module

Need to include PAcketpost rates, as they have wider weight options for 1st and second class parcels and packets.

The rules for the method look straight forward, but I would only implement the packet rules and not the large letter rules for first and second class. The reasoning behind this is that we can't deduce the size of a package from the items in the cart.
