Received what seems like spam from Meetup member

I received an email message from someone who purports to be a fellow member of Meetup. It says:

My question: Is it okay for him to send me this? It's essentially spam. Can I send email messages to everyone in a Meetup group like this? Is there a way to block this kind of spam? I like Meetup, but I don't understand why he's offering me a business opportunity. I don't want one.
