When I am downloading a jpg from the files section it is just putting the image on the webpage and doesn't allow me to download to a location as a jpg.

Inappropriate?After you choose to download an image, your browser may automatically render the image. If that is the case, right-click and choose "Save As..."
From the document page, you may also right-click on the "Download" link and choose "Save Target As..." or "Save Link As..."
