Can't sync Media Center recordings on XP zune machine

So why can't I sync .dvr-ms files stored on an HP MediaSmart Server from an Windows XP Pro SP3 machine that has my /recorded-tv folder mounted on it? Why isn't there a downloadable codec for the Zune software on the XP machine?

I’m missing a codec
