can i write a ubiquity com that affects other system processes ?

i'm pretty new to ubiquity, and i want to write a ubiquity command.
to be more specific, i want it to read out loud the marked text using text-to-speech software on windows - microsoft sam.
my question is if it's possible for ubiquity to affect processes that are not part of firefox and create an ISpVoice object for windows to read it ?
