No, @firefox_answers is just a person passionate about responding to twitter posts mentioning Firefox issues. This does not mean that Mozilla does not appreciate the help some users receive from @firefox_answers, but that the user is operating in a purely unofficial capacity.

The official methods of receiving help (at no cost) are available from support.mozilla.com.
