Why did 3.6a1pre get rid of the new "List All Tabs" panel?

Most recent update to 3.6a1pre has disposed of the new "List All Tabs" panel that opened when you clicked on the button in the past. I found it a bit better (or a good platform) in comparison to the older drop-down list to which its been reverted. Is there something wrong with the new "List All Tabs"?
