Cannot open Tbird using XP Explorer 'Send To' option

After update cannot attach a file (any file) using XP Explorer drop down menu "Send To" option. Will not start Thunderbird. Typically Rt Click on file drops down menu. Click on 'Send To'. Will start Thunderbird with chosen file(s) attached. With update 2.0.0.22 feature no longer works. Restored XP to previous state. Menu action returned to normal. This may be connected to same bug explained by melanie.
