Problem with expand_urls and short urls for cp1251 sites

When I shortening url to a page in Windows-1251 charset and post short url in Twitter it incorrectly expands by Mr. Tweet's expand_urls. It seems to me this is because api.longurl.org responds with no title for long url. So in fact we get NO url at all :) Here I made an example: https://twitter.com/tteesstteerr
