Recommending non-mr-Tweet followers leads to spam
When you recommend someone who is not on mr. Tweet, a tweet + DM is sent to the recommendee. The recommender is not warned of this, and so this is no more than spam.
Solutions:
1. Have the recommender choose whether or not @recommendee and DM tweet are sent (this is the best solution), or:
2. At least make very clear to the recommender what is going to happen so they can choose not to make the recommendation.

Inappropriate?Hi Michael, very very sorry. Traditionally, recipients are normally very happy to get recommended, and we need some way of letting them know.
What we will do is to add an icon beside the name to indicate that they are users. Would that do? -
Inappropriate?That would be helpful, but not enough. I would do either of two things:
1. Give recommenders the choice whether or not messages are sent to the recipient, or
2. Make clear to the recommender what is going to happen. A good way to do so would be to introduce an extra step in which you get a screen stating "[Name of recipient] will get a tweet and a DM with the following text: [follows text]. Do you want to proceed? yes/no".
I’m hopeful -- seems that Mr Tweet takes this seriously! Good on you!

Icons...well there are too many of them now (on the web, not just this site), not always good at
a) remembering what that icon means
b) what that means to what I am trying to do
c) Why I would care anyway
Option #2 would answer all three.
