Natural identification
The name of a person does not certify nothing, why don't you use natural things like DNA sequence, fingerprints, eyes, and in base of those generate a hash ? See things by what they really are, do not invent stuff that is not necessary.

How are we supposed to certify ID worldwide by asking our users to give use DNA sequence, fingerprints, or eyesprint?
Do we ask them to spend thousands dollars to get the mats and then come to our office to give it to us?
If you got a rational solution, you are more than welcome to propose it.
Government are using person name to certify your ID and it's been successfully working this way since decades.
