Add custom instructional verbiage per project
I am still very interested in a custom instructional text setting that would be shown in the issue posting UI. This would allow administrators to provide an inline reminder of what constitutes a "good issue report".
I understand the argument of this being done through other channels. However, the disconnect between where those instructions for posting issues are conveyed, and what can be recalled while posting is to disparate to be useful. As a result, I am frequently spending time re-requesting more details.
The issue stems from the less granular interface approach (which I agree with). Ordinarily in a more specific interface (with obscene numbers of inputs) instructional text accompanies those inputs. With Sifter, none of that exists (the inputs or the instructions). And given different projects have different reporting needs on top of the structured inputs Sifter provides, some amount of custom instructions per project seems at least justifiable without further encumbering an already spotless interface with more UI control junk.
A simple text area (with or without mark-up support) where the message could be set and a nice callout for the instructional copy in the issue editor UI would seem sufficient.
Secondarily, a project wide statement that could be included on the dashboard might also help to remind team members of project goals.

Inappropriate?This is something I've always thought should be in there in some form or fashion for precisely the reasons that you've addressed. However, as time has gone on, it's fallen by the way side because nobody has really asked for it. It would also require at least a partial redesign of the issue entry page.
I'll definitely keep it in mind, but it's unlikely that we'd address this soon unless a lot of people start clamoring for it.
