Can the bug lists be imported into my Basecamp To-Do list?
We use both Basecamp as well as Sifter in our office, but the clients prefer just going to the one place and one login to remember. Can the buglist created in Sifter be imported into the To-do list in Basecamp somehow?

Inappropriate? We definitely hope to offer some level of integration with other applications in the future, and I understand the desire to minimize the number of applications people have to use. However, we don't have any plans for this. It would require some fairly advanced synchronizing, and right now, there are many higher priority features.
More importantly, Basecamp todo's only support two states (complete or incomplete) whereas issues in Sifter rely on 3 distinct states (open, resolved, and closed). It actually uses 4 states if you count open and reopened as separate states. There's also no way to handle priority, category, or opener via Basecamp todo lists. So if we did support sycronizing, it would be severely limited.
That said, we do plan on adding support for OpenID in the near future as well as enabling people to comment and update issues by replying to email notifications. While these wouldn't remove the need to login to different applications, they would definitely help mitigate the inconvenience.
I’m optimistic

Inappropriate? Some sort of sync with Basecamp to-do's would be nice, although I suspect difficult for the reasons you mention.
I did just in fact try out sifter by copying more or less each item within one to-do list (not all lists in a project, just the one that related to my project) and work through them that way.
The different states are an interesting dilemma. To be honest, I have no idea what the difference between "resolved" and "closed" are, so that part doesn't matter to me! It would just be nice to have some integration, because I can see myself doing this again in the future as I grow more used to Sifter! (but that's a different issue...)
