Adding Text and RSS to Group Page - Problem with rights

Even as an Administrator of a Group I cannot add Text or RSS feeds to the Group page. I either have to be owner or have to set up a new role.

I want to appoint Admins to different Groups and don't want to have to mess around with Roles every time.

Is this a bug or by design?
