How to troubleshoot for timestamp_refused responses?

I am using HttpClient4 in the OAuthClient to send an authorization header post request to a service provider per minute using Spring Quartz Scheduler. Sometimes, I get a timestamp_refused response and most of the times I don't. What could have happened and how do I troubleshoot this? Thank you!
