Custom icon should be display in widget development toolbar
DimsuSys.setWidgetIcon changes the icon for the widget, but not the one in the widget development toolbar

Like what you suggested, icon can also be defined in the widget preference tag

This attribute is for static or default icon. DimsuSys.setWidgetIcon allows you change icon dynamically.
