From what I can see, the cc for "Rails in a Nutshell" has a non-conmmercial condition whereas the ruby on rails guides don't. You can translate both but you can't sell your translation of the O'Reilly title.

Sorry it has taken so long to get back to you. Regardless of what method you use to put together a translation, you would still need a license from us in order to publish a translation. The only exception to this would be if the original work is under a creative commons license which permits derivative works. I can check this for you if you let me know what title you are interested in. Please email me on helen@oreilly.co.uk.

We want to publish our translation in the web, not in a book. We do not want to get money for it, only to give a nice book to russian rails-developers. -

As long as you don't sell the book and you follow the terms of the CC license, yes you can translate and make the translation available on the web. -
