Especially when it comes to ebooks, having two separate accounts for what are essentially the same service can be quite confusing.

I'm sorry that the account situation is frustrating and confusing.
The accounts are separate because Safari is a separate company (O'Reilly co-founded it with Pearson) and has its own account system.
In the past, the accounts were joined, but we ran into a lot of system issues. In the end, we decided we could provide a better customer experience by keeping the accounts separate.
As for the account that you had to create to post here, we're planning to integrate the oreilly.com account system here, so that problem will go away.
Our goal is to seamlessly integrate as many of our systems as possible. I appreciate you writing us, it's helpful to be reminded where people encounter problems and frustration while using our sites and services.
