just startet a new blogspot blog and i have two problems...
Neither I can claim my Blog nor do the Ratingstars show up in my posts

Seems like you didn't go through the full installation. You only installed the Outbrain key.
Here is what you should do:
Login to your Outbrain account
Go to Manage Blogs>> Remove your blog.
Then go to Claim you blog>>
type in your blog url
Choose YES install rating widget
Choose Blogger, click Continue
Your Blogspot Dashboard will open >> click Add widget
This should solve your problem.

Inappropriate?I had allready done the full installation but after it didn ́t work I removed the widgets.
Now I tried the installation again but the Ratingstars still don ́t show up.

The rater settings are now customized to your blog K2 template and the rater is visible on your blog!
I also see you have changed the rater position to display on the post header. I just wanted to make sure this is what you wanted, and if not (i assume you attempted to change the settings so that the rater would show) you can just go back to the blog settings in your Outbrain dashboard, and change it back.
We are working on making the rater installation troubleshooting process clearer for users, especially for blogger templates installations.
So feel free to tell us what do you think would have been more understandable in the process?

Actually there is a little thing which doesn't work. For the rating it's ok but I don't have a top list of the most popular articles. It should be below the header.

The settings for the Most Popular are active, only there is a minimum of 2 ratings for each post to be in a candidate for MP.
Once you have enough ratings it will show up.
As for the position- it should be under the rotating picture in your side bar. To change it simply go to:
Layout->Page elements and move the rater widget to where you want it to show.

Inappropriate?I followed all the steps you gave Jahwe, (which I also did originally) but the stars still are still not showing up. I am also using the Apspire template on my Blogger blog.
