wish: open distribution system for subtitles

In order to reach much more audience, Miro should greatly improve accessibility of its content by enabling community to effectively share and play subtitles. The system could offer sharing of voice-over and dubbing as well.

I think we need:
- an open distribution system (P2P?) for subtitles (or audio) of all languages
- Miro automatically providing you with existing subtitles (or audio tracks) matching your video (based on community support, smart algorithms, etc.)

Users should be able to:
- easily add their subtitles (audio) to the network
- mark subtitles that work with their video file
- rate subtitles based on quality of the translation
- edit existing subtitles (probably out of Miro) and provide them back

additionally
- Miro could offer basic subtitle editing features such as subtitles shifting

and, yes Miro needs subtitles support :)
