180 days has passed, my money has been returned. now what?

My account was limited and my funds held for 180 days. that has now passed & I have made the funds transfer into my bank. Now what.
I would like to close the account completely, but they wont close it while its limited. I cannot remove the limitation, I provided the information they required & the following day they told me they'd be limiting the account.

I cant even buy things from websites that use paypal credit card processing without loggin in!

can my account be completely closed & either i start again, or even just allow me to use my creditcard without having an account & I will never login again.

thanks

    Inappropriate?
a couple of other have this same question, so here is the communication I've had with them so far (newest being at the top):

Thank you for contacting PayPal with your concern. I do apologise for the delay of our response. I am more than willing to help you with regard to your concern.

I do understand that you want to know about the limitation in your account.

Mr xxx, after reviewing your PayPal account, we have determined there to be excessive risk involved and we would like to begin parting ways in a manner that is least disruptive to your business.

If your PayPal account balance is zero, and you have no outstanding issues, such as unresolved Buyer Complaints or chargebacks, your account will remain limited.

If there are funds in your account, the remaining account balance will be held for a period of 180 days in order to minimise chargeback risks. Any Buyer Complaints or chargebacks received against your account during this time will be paid from your account balance. Once the 180-day period has elapsed, you may either withdraw to a bank account that is registered on your PayPal account, or request a wire transfer which will cost 40.00 USD fee.

If there are outstanding Buyer Complaints or chargebacks, and you choose to refund your customers, please log into your account and respond to each Buyer Complaint or chargeback in order to resolve each issue.

To view the status of a transaction dispute:

    1. Go to the PayPal website and log in to your account.
    2. Click "Resolution Center" at the top of the page.
    3. In the drop down box on the Transaction Disputes page, select 'Open Cases.'
    4. Click the 'Details' link of the transaction in question to view the status.

PayPal reserves the right to close any account reported to be involved in possible high-risk behaviour. In the event of a dispute, PayPal will seek to recover the funds from you by debiting your PayPal balance first and, if there are insufficient funds in your PayPal balance, PayPal reserves the right to collect your debt to PayPal by any other legal means.

Please accept my sincere apology for this inconvenience this may have caused you, Mr xxx. I hope you understand and if you have other concern please do not hesitate to contact us again.

It is my pleasure to assist you. Thank you for being a valuable member of the PayPal community.

    what?
so it is impossible to close this account!

    --- they replied ---

Thank you for contacting PayPal, My name is Ravi and let me go ahead and assist you with the status of your PayPal account.

Allow me to inform you that technically your account is permanently closed.
Mr. xxx, I am sorry that this incident happened to you. Here in PayPal we aim to have a good relationship with our customers like you. However due to some factors, we are unable to continue business with you anymore.

We are limited in the detail that we can discuss with you surrounding our decision, but I can advise that we will have taken factors into account factors such as the number of buyer disputes, the types of product being sold as well as your ability to provide documentation to us in order to verify your PayPal account activity and financial details, to name but a few.

Thank you for doing business with PayPal.

    -- i replied again --

i dont really understand how its closed, when i can still log in.
but that is secondary consideration for me at the moment.

Can you tell me if I will be able to purchase items from websites that use your creditcard processing (ie, I pay directly with visa & do not need a paypal account)
I have tried to purchase items in this mannor & am continually told that I am unable to use any of my creditcards.

If i can buy direct from end users without needing a paypal account, then that is fine. i can live without an account as long as i can use your payment processing.

    thanks

    -- they replied --

Thank you for contacting PayPal. My name is Marivic and I appreciate the opportunity to assist you with your questions.

I understand that you wish to enquire on how to make another purchase if your account stays limited.

Mr. xxx, please be advised that you can still access your account for limited period of time. Unfortunately, if you are purchasing items online using the same details, that would not be possible.

You may try to set up another PayPal account with different email address, card or bank account details in order for you to make future purchases.

    == end

I've tried virgin creditcards and they get refused at the moment, so hopefully when they finally actually close the closed account i can get a new visa and try that.
if that then fails I guess i'll be buying a prepaid payzone or something similar.

    hope that helps someone.
