2 paypal accounts, 1 locked due to negative balance, 1 limited.

i have 2 paypal account. one i already did not use for almost 1.5 years. (before i make it redundent, the balance was zero, but i did not check this account after that.

few months ago, i get an idea to sell fashion stuff in ebay to help my living and i start a new paypal account . sales was ok , however it was limited as they need PHOTO ID/address proof, and i do it accordingly. half day later i got a reply from paypal. saying they cannot lift the limitation as i have negative balance in my old paypal account!!!!!!!!!! which i need to settle it 1st before they are going to unlimit my new account. i am so surprised as i totally forget the id of my old account until paypal email me. and paypal ask me to settle USD 140 of negative balance in it. ( i strongly believe due to chargeback/ dispute, but i cannot see the details)

and i try to log in the the old account. but i cannot see the details. paypal don't even allow me to access my old account. i am ok with settling USD 140 negative, but paypal should let me know the breakdown 1st right???? as a customer i should know the details before i pay right??? and i emailed them for details still no answer.

my question is. now paypal totally BLOCK my OLD PAYPAL account. how can i know the details before i pay? and will OLD account get reinstated after my payment????? i see many people here being ignored by paypal even cooperating with them . so what should i do?? i am so frustrated , please help!
