You'll have to speak to someone about the specifics of your limitation. Some limitations are lifted after appropriate steps are taken by the seller, some are holds that return the funds to the seller after the period in which a buyer can dispute the transaction (180 days) has elapsed.
Please use the Contact Us link at the bottom of your PayPal homepage to speak to someone by phone or submit an encrypted email where your identity can be confirmed and the appropriate details can be shared.

If someone reads this information prior to the removal of Abel's posts, please be advised that a third party CANNOT get a limitation lifted. Those requirements would be established between PayPal and the account holder and would be available via the Resolution Center after logging in. Additionally, no one has a way of withdrawing funds from your PayPal account except you, the account holder, assuming you've kept your email address and password secure.
You should not share the details of your PayPal account with anyone, especially details like your password, that would allow for another party to log in to your PayPal account. Nor should you provide financial details on your PayPal account to a third party if you are not comfortable sharing that information...the entire concept of PayPal is based on the ability of its customers to transact without having to share credit card or bank account numbers.
In spite of what Abel has stated, PayPal very clearly lists the way it protects its customers' information through the Verisign Identity Protection link on the homepage, as well as the Privacy Policy outlined in our User Agreement.
