Account never used but has been froze.

My account has been limited. If I go to Learn how to remove this limitation I end up at a place to either Item dispute or Unauthorized transaction. The thing is the account hasn't been used. Even my account activity doesn't shows 0 transactions. I called was told to email emailed and got a stock response to go to Learn how to remove this limitation which I said doesn't apply to my trouble. So called again this time I was told after holding that it was getting escalated and to expect a call or email reply in the afternoon. That was mid morning 10:30AM and here it is after 7PM still no contact.

The account was verified but never used before this happened.
