Can't resolve limited Paypal account without credit card.

call customer service and give the last 8 digits of your debit card # and the automated teller will help you threw whatever it is you need to do, and it will automatically resolve the 'confirm location" issue, and then just give it time to process and get your account working full mass again.

OK Desperately need help with my paypal account.
I am not looking for bull crap funny answers I need someone who might actually know how to help me. Long story, but its needed in order to understand the situation. A long time ago when I was about 19 I opened an ebay account and naturally right along with it comes a paypal account. Well I was young and stupid and trying to make more money, not knowing what I know now about rules and also being able to be tracked through IP addresses and such, I did what is known as shill billing. I made a new ebay account and bid on my own things to get them noticed or bidding price higher. Well needless to say my account was suspended on ebay a few days later, and shortly after my paypal was limited.
So I tried a little while after with all new information besides my name and it was canceled again (both ebay and paypal) all over again. (because I was using the same computer and internet connection which means the same IP address as well) Not knowing anything about that kind of stuff, I got my mom to agree to do an account in her name with her information. Well in about a months time that was canceled as well. Now mind you these were not canceled because of doing anything wrong, I was selling DOLL FURNITURE!!! It was because it was linked directly or indirectly to that first previously suspended account. So we move and we had a new internet connection, phone number, and address, so I thought hey maybe I can try ebay and paypal again. I still didn’t know the inner workings of the whole IP address and all that but I had the right idea. So with this new address and the whole nine I tried again. I lasted longer this time, three months I believe. They limited the accounts and needed additional information. But here is the thing, because with the very first account I sent them all documentations like SS# and drivers license and the whole nine, if I send them this information it would just link it directly to all the other suspended accounts. I was trying to figure out what I had done wrong and why it got suspended this time, and all I got from ebay or paypal was it was just a routine check and that they needed this additional information just to verify who I was. So I just left it alone. (my ebay wasn’t suspended just my paypal but no one likes to buy without paypal back then, and now you can not have an ebay account without paypal)
So about two years later I decide to try again, I use my middle name and my last name, but I spelt my last name a little different. I get a post office box for my address but write it in a way you don’t really know it’s a post office box, ya know? I even due research, purchase a little book on how to ebay again. Very helpful information, and if you ask I will send it to you. I follow it, and honestly VERY HELPFUL book it is how I got educated enough to know how sneaky they are with all the tracking. Well followed everything. I am selling wonderfully on my ebay account have paypal. I am up to 300 ALL 100% POSITIVE feedback, I am selling DOLL FURNIUTRE, and Feb. 1st paypal doesn’t limit my account per se they just put a little note on it and ask for some additional information, it is a random screening and my account was chosen for a credit check YA!! So the two things they want is my address for a credit check and my SS#. Well I can not give my SS because that is just going to connect me to all those other bull crap accounts. And the address is a po box and I don’t know how that would work with a credit check. But I submitted the address anyone, its not connected to my other information in anyway. But I still had to deal with the SS#, So I search and see that they will accept a TIN or EIN number, business tax id. So I take the time to register for one with this little small doll furniture business I got going on. But it takes too long for me to receive this information and paypal doesn’t like it. They LIMIT my account this time, so now I can not withdraw any money to purchase what I need to from my wholesale suppliers to send it out to my customers. I finally get my Tax id number and I call paypal with it like the instructions say to do. I talk to three different people before I am able to talk to someone who is authorized to take it over the phone. Well this lady tells me that the Tax id number is not enough they need a few additional things. So she emails me something I need to print and send with additional documents. 1) being a copy of my license (which I can not do, because with a license number it will show all the other states and addresses you lived in connecting me with all those stupid accounts that I made mistakes on when I was younger) OR a copy of a utility bill. So now I think YES I am getting smiled upon !! I can send that no problem, and 2) they need a copy of the tax id paper from the state. SO I do that, send it all over to them just as asked. WELL YA! I’m going to get my account back right? Well maybe but not that easily I just received this email below:

OK so apparently they lied, when I didn’t supply them with my license but with the utility bill instead they decided that they didn’t like that I guess. And now are demanding a copy of my license. So now I do not know what to do.
And I just want to elaborate on why I need this so much. I am tired of being in the rat race and barely making ends meet, My mom who is 60 and my dad who is 59 (they are divorced) have no 401k no retirement plan and no money saved. My mom broke her leg this past year and she almost lost her house because she couldn’t work. And I was just working my measly $30,000 a yr job (which I was now laid off from because of this freakin economy) So I was unable to help her much. My dad has worked 13 hour days in construction 6 days a week since before I was born (Im now 26) I just want it to stop. They shouldn’t have to do this, and now I have no regular income either. I am making good money on ebay and I need to continue. Things in my life and my family’s lives need to change and I am tired of this ebay and paypal bull crap coming in between what I see as my one way out of the rat race.
Now, I need serious help, advice. The only way I see it possible is THREE ways.
1) Get a passport and use that. Downside is, it will have my full name on it and my last name will be spelt differently (even though it is the same word) from what is registered with paypal. And I do not know much about passports but I believe it will have my address on it. Which it can not have my home address because it is associated with a previous account. And another thing is I don’t know how much you can find out with a passport number. I know with a drivers license number , you can do a background check and that will show my current address and all the previous addresses that were associated with suspended accounts. Now I could scan it and edit it to say the name the way I am using it with paypal and the address, I know not the best thing to do, but If I needed to I would. But again what can you see with the passport number? Can they use that number to look up all the info attached to it? Because then getting a passport and editing it will not help if the info they can look up will be different. Now, if they can not look anything up and just see what they see than I found my way to take care of this....?
2) The next option would be to find someone that has the same name as what I used (spelling and all) and contact them. Explain my situation to them and offer them money, lol or something, to use their drivers license. I know it would be different address, but paypal said that that’s fine just need to include a utility bill with the proper address on it. I have already done a search and I have found some names that would do and they are actually just in neighboring states. But lets be honest the chances of getting them to feel sympathy for me and to give me a copy of their drivers license is slim to none.
3) Same thing as above but get them to give me their social security number. HA! Which lets face it, is even more slim to none chances than the drivers license.
4) The fourth is one I just thought of and that would be to get a fake license, quote unquote. But that wouldn’t work unless it was somehow really linked to real information on someone with a similar name.

Basically paypal is going to use my drivers license or ss# in some program that they have access to and look me up. Verify who I am, and see all the years of information that is attached with either number. So I really need a real number that is attached to a similar name. I was thinking of even just getting someone with the same first name, and if I can talk them into working with me and giving me a copy of their drivers license then just telling paypal that it is my maiden name and that I got married and that’s why the name on the account is different, send a utility bill with it and there ya go.
I tried to explain the situation best I could. If anyone is out there that is serious about helping me, please please let me know your ideas. And if you have any questions let me know.
Oh and another thing I can not figure out for the life of me is in the email from paypal on the bottom it says that my account is or linked to previous accounts, blah blah. But how they hell would they know!! I have not used one ounce of information, or computer, router NOTHING that was connected to any of those accounts so how the hell would they know this. I need help!!!!!!
