Can't Unlimit Limited Paypal Account

my friend had an unverified paypal account. so he comed to my place, so i could verify it for him, but he's got limited account, and when we try to resolve "confirm location" and we try to add bank account for "confirm locaton", it said, that we can't, cause paypal account is limited, what should we do? he's got $50 on that account
