Completed steps, but account is still limited?!?! I can't use the CC I used to verify to purchase anything on Paypal anymore

My account was limited in 2005. At that point, I had bad credit and had no credit card (which Paypal asked for to verify address). I finally got a credit card recently and entered it, and received my phone call to verify my address. Now all of the steps given to me are complete, yet my account is still limited. I need this Paypal account to buy items, because this is my only credit card and now that it is attached to this limited account, I can't even use it to purchase items off merchants who sell through Paypal (with or without logging in).

I have tried phoning them too, at 402-935-2050, but all I got was a machine, which then sent me an email telling me to "follow the steps". I HAVE COMPLETED THEM ALREADY! Can't I speak to some real person who can actually help me out?

I am fed up with Paypal, because it took me 3 years to build the credit to get a credit card, and now that I have I still can't purchase most things online since most sellers use Paypal. Ridiculous.
