Dear Get Satisfaction,
My name is John and I have been a loyal and proud PayPal user since 2002. Until fairly recently I would have put my hand on the bible and sworn that the services PayPal provides were second to none and I refused to listen to any of the many critics who would post blogs containing their personal PayPal horror story. That is until May 21 when my own personal horror story began. On April 28th 2009 I was in a very serious car accident and was critically injured and tragically my sister was killed on impact. I was hospitalized for over three weeks one of them spent in the Intensive care unit. At that same time I was selling and buying items on eBay and using the services of PayPal to both send and receive money in the range of 10-13 K a month. Well under the circumstances surrounding the events that took place on the 28th of April a significant number of outstanding orders went unfulfilled and a significant number of disputes/claims 25 to be exact were filed against my account in the following two months after my return home from the hospital. After contacting each person who had an order outstanding some wanted to still have their orders fulfilled and others decided that they wanted to let the dispute/claims process take its course. I gave each and every dispute my undivided attention and worked with both PayPal and the buyer via PayPal’s Resolution Center to come to a mutual resolution for each case. After I had successfully closed each open case successfully, I was in debt to PayPal for $1927.29 for refunds paid out. I was told on the phone that the following had to be completed for me to be able to restore access to my account. Furthermore I was told that I needed to provide the following information
1) PayPal wanted me to Resolve Complaints
2) PayPal wanted me to Resolve my Negative Balance
3) PayPal wanted me to provide Proof of Delivery
4) PayPal wanted me to provide Invoices
5) PayPal wanted me to provide them with Supplier Contact Information
6) PayPal wanted me to provide them with more information regarding payments received.
I was told repeatedly that after I completed each one of these requirements that my account access would be restored. So after around 90 days of supplying information working, providing proof of Delivery and satisfying all the other requirements that PayPal asked of me, this past Friday 9-11-09 two days after I completed the last requirement on my check list to have my account access restored I paid the negative balance on my account of $1927.29 after once again asking the representative “ So once I pay this negative balance my account access will be restored” Her response was yes once you resolve this negative balance we will get you back on the road of using PayPal.” On Friday September 11th two days ago I called them asking them why the check mark next to the Resolve complaints category was not check off like all the other ones were. I stated to the agent that I had resolved all the open cases on my account and that all the complaints had been resolved. Well after a few minutes of her “looking into the issue” she tells me that “the limitation on my account was in fact a permeate limitation and that it could not be removed” I asked her why this was the first time I was told this after repeatedly asking over 100 times over the past 90 about having my account access restored after I paid my negative balance and each time I was told that this would not be a problem. She went on to tell me that this decision had been made PRIOR to me paying the negative balance! Which means I was flat out lied to by members with in the PayPal organization! She went on to tell me that since the balance had been paid that my account would once again be review by a live human being and that this review was to be conducted in another department within the PayPal organization and not in the limitations department. Well the funny thing is I got an email stating that my appeal had been denied BEFORE I hung up the phone with the agent who told me the whole 72 hour story. So again I was told a bold face lie and I am fully convinced and have the proof to back up my theory that she denied my appeal on the spot or that a computer system automatically sent out the appeal denied email. However what she did not know is that I recorded that phone call and each and every phone call prior to that one ever since my issues began. I have proof of being told that my account would be restored, about how the limitations were temporary and that everything would be restored in full after I had satisfied all the requirements. Furthermore I can prove that they are habitual liars and are most likely told in training to be deceptive and to at times outright lie to recover any funds in a negative account including telling a customer that there account access would be restored as soon as the account balance was paid to at least $0.00. This is something that they knew would not take place! In the PayPal user agreement it does state that PayPal has the right to limit account access indefinitely if it sees fit. However what it does not say and cannot say because publically acknowledging the practice of deception in order to collect a debt would be tantamount to them admitting committing illegal actions. It is against the law for any person attempting to recover a debt owed to blandly lie to the person who owes them money. It is no different than a credit card debt collector telling someone that the police have been called and are in route to their location in which they will be arrested if they do not pay. The government has been really cracking down on rogue debt collection agencies that have broken the law in attempts to recover debt. So to any PayPal employee who is monitoring these forms I want it to known that if my account is not restored as I was told on numerous occasions, that I will take the following actions.
1) I will send in every single recorded conversation that I have accumulated over the past three months to any media outlet from my local news paper to CNN and Fox News. I will make sure to include a copy of the accident report from the Police and a copy of my sister’s death certificate; screen shots of every single dispute its outcome and email that I have received from PayPal since the beginning of May.
2) I will be filing a report with the Attorney General of the State of Ohio, California and Nebraska for the use of deceptive business practices and naturally I will provide them with all the data I have accumulated as well.
3) I will file a report with the FTC and provide them with all the data I have.
4) I will be filling a report with the Better Business Berea for the use of deceptive business practices.
5) I will spend every free second I have searching the internet looking for lawyers seeking information to assist them in any potential class action lawsuits whom I’m sure would be more than happy to accept the information I have in hopes that it will assist them in making a case .
6) I will tell anyone who will listen to avoid PayPal like the black plague including members of my extended family, some of who use your services to instantly stop and chance money transferring providers. I should note that these accounts are rather large and that they involve the transfer of more than $200K annually.

To anyone reading this please don’t think it can’t happen to you! Tragedies happen every single day to good hard working honest individuals and the results of them can have life changing events that can occur in seconds. Ask yourself if you really want to risk doing business with a company that practices deception on a daily basis who is totally unsympathetic to the little guy and who can without hesitation leave you with no access or control to your money for up to 180 days at any given time without any prior warning to you leaving you with absolutely no recourse what so ever!

Inappropriate?Dear Get Satisfaction,
PayPal as of today has fully restored access to my account so please consider this issue closed. Furthermore if any employee of either PayPal or Get Satisfaction now would like to remove this question, I have no issues with that.
