Major problem with paypal dispute!

Hey, I have a major problem with pay pal right now.
My account is negative due to an ongoing dispute. I get a message almost everyday saying that I owe pay pal a huge amount of money. ($56.67)

It started like this. I had 56 dollars in my pay pal account, i then transferd it to my bank account, someone then requested a refund, now I am negative because of the refund, but I escalated it to a dispute that I am sure to win. I heard that you can be fined from pay pal if not paying a negative charge within a certain amount of time, but is it my fault if I cant pay it because pay pal is 'reviewing a dispute'. The charge should be canceled at least until the dispute is over right? Someone please give me some advice?
