PayPal locked my account and doesn't want to return MY money!!!
I was selling jerseys on eBay and all went great for about 2 months.
All buyers were happy and I received many positive feedbacks.
My PayPal account was verified with my bank and I even was able to transfer smaller amounts to it.
However I made a mistake that I had no idea about.
When the time came to pay my bills (mostly supplier I had a credit with), the USD-CAD exchange rate was favorable to me, so I initiated a transfer of larger amount to my VERIFIED bank account.
Within a day or two I found myself under attack from PayPal who locked my account, cancelled the transfer, and asked me for ID, address verification as well as proof of stock of items I was selling...
Once I faxed those documents, they sent me a form-email denying re-opening my account and asking for more papers.
I sent them what they asked for again... and a few days later I got the same form email from another employee denying access to my money and asking again for the same stuff as before.
In the meantime people kept ordering on eBay and paying by PayPal and PayPal accepted all payments into the locked account.
I was sure that PayPal wants to steal all my money, so I did not want to expose myself into even deeper debt to my suppliers, therefore I kept refunding all new orders along with a short note of explanation (PayPal limits the length of message you can send with refund).
So in addition to my 2-months work I also lost many sales, as people didn't want to pay in other ways.
The initial attack was followed by eBay a few days later, which also locked my account and accused me of fraud. (Until they locked my account I had about 50 feedbacks 100% positive and many more on the way)
I am thinking to take this matter to small claims court but I need to do more research on the procedure.
Until this event I trusted PayPal completely (like millions of other people) but now I completely lost this trust. They are so horrible, heartless and uncaring.
They ruined Christmas for my children as I have to pay all outstanding bills regardless if they keep or limit access to MY Money, and caused me almost a nervous breakdown with many sleepless nights.
I never hate anyone, but can say I am disgusted with them and their horrible behavior.

At least now, with this dialog, you give me some hope to resolve this matter.

My eBay account is 860win with email XXXXX (Details given in direct email to Jason)
and my PayPal account is connected to it with the same email address.
I have faxed all the required paperwork to confirm my identity and address to both PayPal and eBay including the request for reinstatement of my account, so you should have everything that is needed to deal with this matter.
Please note, that the transfer I requested from PayPal was going to MY VERIFIED bank account, so any "security" excuses that PayPal always is trying to use don't even make any sense, because if somebody else would break into my account, they would NOT send money to MY bank account.
I just hope you can help to resolve this quickly as Christmas is coming and I really need this money to balance my budget.

Inappropriate?This morning I have called one of the customers, who ordered a jersey from me on eBay. But after my accounts got closed and he received warning emails from eBay. He thinks that my offers were fraud... :( .
So he filed Item Not-received case with PayPal.
On the phone he said that eBay notified him, that my auctions were fraudulent, so he want's refund.
This is very unfair, It damages my reputation and I think it is like a slander.
Since he used PO Box for his delivery address (also as registered PayPal address), the package with the item he bought is sitting at the post office ready for delivery since Nov 24th, 2008.
I emailed him information about it and he did not even respond. If he doesn't pick it up the Post office can not deliver it.
The online tracking says ATTEMPTED DELIVERY at his ZIP Code.
I think that he is trying to get his refund 1st and then he will pick up the package...so he can keep both: the jersey and the money.
...and he calls me the fraudster. :(

My eBay account has been reinstated :)) that is a great news, however most of completed transactions where my good feedback was due have dissapeared from my account as well. :( - too bad, as I was aiming to achieve Power Seller status and only having less than 100 feedbacks was holding me back from that.
Now it is PayPal's turn as they received the same documentations to verify my identity and my address. There should be no more reasons for PayPal to keep stalling.
I am waiting for good news from them. -

Your story doesn't make paypal look like a company to do business with. I wonder how hard it is to get your own merchant account in this tight credit economy. Ebay lets you use your own merchant account.

Inappropriate?So, it looks like their only solution is to lock me out and destroy the business I just started. Not to mention that they keep and use my money for 6 months without paying any interest whatsoever.
This was a very small "business" which I ran from home to make an extra few bucks to get the ends meet... but they just totally blocked it.
To get a merchant account is not so easy either, 1st of their financial requirements, guarantees, etc... and 2nd that their fees are only OK if you really make enough sales to cover them, and without eBay's traffic it will be difficult as well.
To reinstate my eBay account, they made me sign a paper that forbids me from selling jerseys on eBay, regardless that many other sellers do it every day... This is stupid and ridiculous, but there is nothing I can do about it.
I posted some on other sites like BidBuySells.com & eBid.net but their traffic is much too low in comparison to eBay.
I wish that both: PayPal & eBay to choke and die for their wrongdoings & heartlessness.

I have the email from the first week of December, over two weeks ago, from Thomas on our Executive Escalations team indicating that he would be your source for further contact at PayPal. You were provided his email address along with the explanation why your account was limited. There was nothing vague about the details that were provided to you, down to the case number you can reference and what was being sold that resulted in the limiting of your account. You are well aware, as I have noted in previous posts, that we do not share account specific details in a public venue.
However, I want to make it clear, since you continue to plead your case here, that you have been provided, as a personal courtesy, an escalated point of contact. This is Get Satisfaction.com, not PayPal. From your initial posting here, PayPal has provided you with a point of contact from an executive team that gives customers a direct individual to reach with further concerns.
You talk about the rules that merchant accounts require before you can even open an account. However, you agreed to our rules in our user agreement when you signed up with PayPal. We have made it known to you what actions conflicted with those rules, and now you are unhappy that we have exercised our right to enforce those rules.
The email you chose to reprint makes it clear that this was a business decision made by PayPal, and the risks involved in your business did not align with the amount of exposure we were willing to place ourselves under. By default, this is also risk for buyers and the credit card companies and banks that are used for purchases in our system.
If you have further concerns, you should address them with your Executive Escalation point of contact.

Inappropriate?I apologize for my last sentence. It was just an expression of my frustration and it was directed to the company itself and the management but not their lower employees. Especially those who are brave enough and trying to help out in here. I recognize my mistake and retract it.
The excuses that they've sent me in their email are just that: excuses. Nothing substantial and all very "mechanical". basically in their letter they told me that they will do whatever they want and there is nothing I can do about it.
They've caused me a big hardship and it looks like they could care less about my circumstances. Maybe $5000 is not much to them but to me it is a lots of money and they freezing it for such a long time created a lot of trouble for me.
They abused my trust, as if I knew that they do such things I would never hold any funds in trust of PayPal account.

Inappropriate?you go man paypal does it to everyone you can give them everything thay want but its never enuf they want more and more and more then at the end the outcome is the same they collect interest on your money and close your account. they closed 1 of my friends accounts 3 years ago and he is yet to get his money from them no charge backs ever and they still wont give him his money..they tell him we need more information and request the same stuff over and over again ..
.this is not just happen to you it has happen to lots of people maby its time to join together and start a class action lawsuit maby main cause theft of funds....
or holding funds after verifying your identity and that its your money........
all charge backs must be done within what 30days? so holding funds past that on a verified account is what? frauding you.......... -
Inappropriate?I sent them a copy of my passport because I don't have a SSN and no one knows where it is????? So it could now be in the hands of anyone, God knows being used for what purpose and I can't do a thing about it. We should definitely get together and file a lawsuit against them

Inappropriate?PayPal Jason may I email you as well regarding a locked account? My problem is similar to Anita's. My account is Verified Premier with a 100% Positive feedback rating (although only about 15 customers - I'm not a business I'm just somebody who sells a few things from around my house for extra cash).
I've only had my account for 60 days (just got an email today to apply for a debit card) and now I cannot even login to go to the resolution center because the account is locked (not limited access, but totally locked). There is an out-of-country phone number but it requires a credit card number which I do not have. While there is not a lot of money in the account, the little bit that remains was on hold waiting for a shipment confirmation (which has been confirmed by USPS) but even while on hold, eBay took their monthly fees from it. Funny how they can get their hands on my money but I have to wait.
But I digress. I'd like to know why my account was locked and the quickest possible way to get it unlocked - hopefully before eBay does the same thing due to the current status of my PayPal account.

If problems there contact your local law enforcement then they will half to prove you made the transactions or refund you your money friend went threw same think and cops were going to expedite someone from PayPal for not giving over paper work on a Cort order... Then all the sudden they refunded him

most of what it is is if you withdraw you money out all the time they make no interest on it so what they do it lock you account with funds in there to gain the interest on your funds for 190 days or whatever it is....
if ya look around most dont leave the funds in there paypal and do not send money alot threw there paypal..
but receve alot they do not make money that way, cause you the user are not sending.. out the funds to other paypals..and keeping the money in there loop....
What paypal needs to do is if they limit your account is not take money from your customer and hold on to it cause if you cant access the funds because paypal limited your account befor you receved them technically you did not get payed for the item you listed paypal got payed for it.. -

If anyone sent you money then ya found out your account is limited have them do a charge back stating funds can not be received by the party you sent them to do to paypal limitations ..there for my item can not be shipped..
with a limited account you no longer have control of funds that get sent in Paypal does... so they sent the money to paypal not u.. -

I have opened hundreds of eBay and PayPal accounts. I am not stealing other people's money, and I have near 100% satisfied customers.... and I don't get into trouble with any law enforcement officer and I know I am not violating any federal or state laws.
