Inappropriate?I have this problem too! I recently moved house and made sure I updated my bank with my new address first before updating it on Paypal. I did, and Paypal wouldn't allow me to edit my billing address for my card, and when I contacted them by email, a rep got back to me and told me that they have disabled it, even though I didn't get any warning that their system has disabled it! This whole thing has made me so angry! They've done the same thing to my other debit card (this happened years ago when I first signed up with Paypal). The rep also suggested that I enter a credit card instead! I do not have a credit card, and I do not want to apply for one to get into debt and just so that Paypal would accept this kind of payment!
They need to do something about their system so that a card just wouldn't be disabled on their system for life! >=(

recently my credit card was renewed, iam verified paypal business member for 5 yrs now,but to my shock, when i edited the expiry date and CVV of my existing card, it says "Bank declined" contacted bank with mail/phone, they say Paypal its not a fault at their end.
Tried removing the card and re-adding it, now paypal doesn't allow me to add the card which i've used for 5 years already with hundred of dollars every month and with no fraud at all.
the card has enough balance. works great at other sites, merchant outlets etc.
Iam getting sick of this problem, and i don't know why mistake i did.

Some time ago i we had same problem. After trying and talking with people from PayPal i founded source of my problems. It was on the Bank side. I have setted daily limits on my CC and my bank isnt very communicating in a cooperation with paypal => my bank dont tell paypal why, but only decline payment => paypal dont know source of a problem and use a standard message for unknown error:

Inappropriate?Same problem as GHPK. All I needed to do was update the expiry date on my card and now Paypals system says that it was declined. The bank has no record of declining the card. Paypals phone support is hopeless for international calls. The automated system doesn't accept country codes or the tones that my phone generates. Once I got to talk to a real person they insisted (THREE TIMES!) on connecting me to an automated "international" system that didn't pick up the phone tones and had no fallback to a real person!!
