Why is my account access still limited?

I followed all the steps to remove my account limitation a week after I had been limited, shipment has cleared, and yet the limitation has not been removed. My account access has been limited since 19 July, I have completed all the steps required to remove the limitation, and I have still not heard from PayPal at all concerning the issue. There is $1000 in the account, and having just started college, I need the money soon to help pay my bills.
