Can Inactive Wikis be claimed by someone else?

This is mostly a policy thing for pbwiki, not really technical. There exists a wiki with a domain name that'd be great for me -- my first name, and no content on it. The owner apparently signed up a year ago and never even made a single change. I'm not sure that contacting the owner will get a response; if the owner has been inactive for over a year and never changed it ,I doubt he or she will care much when they see an email sent through pbwiki to them.

So what's the policy? I know, I could just go register something else, but this would be kind of cool for me, and it's pretty obvious this person never had intentions of using the wiki they registered, and probably won't come back.
