Can the Footnote plugin (for references) be improved?

Hi, I would like to know if there would be a way to improve the Footnote plugin or create a new plugin to get better referencing/citing system. The first new welcomed features would be to get additional (icon or text) links after each footnote / reference at the bottom of the page. This would link each reference, if needed, to few of the biggest online citing management systems (citeulike or connotea), these links could be generated by the plugin. Each reference could be also linked to its original pdf version and/or to a custom web page provided when adding a new reference.



I am wondering if there is a formal process to work with the pbwiki developers to add new features such new plugins or it comes from conversations and specifications. As a web developer, I could help in the design, programming and testing stages of such a development. Thanks for your answers.
