Is there a non-secure wiki creation page?

from within our network. Is it possible to create a wiki from a normal http: connection as opposed to a https:?
The more people who report this problem, the more it gets noticed.

Inappropriate?Hi!
Are you sure it's because you are being blocked from SSL (https) connections? Also, a related question: do you log in to any other services from this network and do you have any problems with them?
Please let me know if you have any more information, and I'll do my best to help out!

Inappropriate?Well, no, I can't be sure it's because it's an SSL connection, but here's my thinking on that..
I can't access anything via FTP, so port 21 is clearly blocked.
When I try to access my shared hosting using Putty, it returns denied. So, port 22 is clearly blocked.
I can access most every page in pbwiki except this one. I had them unblock the creation page. It doesn't actually return blocked, just that the browser cannot connect. If it were truly blocked, if it were a nasty site or something, I'd get a blocked error message. The message I get is "Firefox cannot connect to the web page." IE returns a similar error.

Inappropriate? As you can imagine, it's unlikely for us to to provide a lower security option, so the best course of action is probably to get them to open up the network to PBwiki.
Can you just create your wiki elsewhere and then use it from that location?
