What level of user permissions are able to create new folders?
I am trying to grant a user permissions to create new folders. It appears that this may be a function that can only be performed by Administrators. If I am seeing this correctly it seems odd as users with Editor permissions are able to rename and delete folders. Can anyone tell me if I am seeing this correctly.

Inappropriate?Yes, in addition to rename and delete, an Editor can "create" folders.

Inappropriate?Can I give admin rights for specific folders so that the rights are limited to only changing items within that folder? So if i want to give each department a specific folder that only it's department could view, while allowing the department manager to grant viewing privelidges to new users/or delete people who leave the department, is there a way to do this?
