We don't need no stinkin' target tab
Why is the target tab necessary? It takes 7 clicks to create a URL with a blank target.
When you select URL from the drop list it should put radio buttons for target in the same window, defaulted to none. I didn't even know the target tab was there and have been editing source code to add target="_blank" until yesterday.

Inappropriate?Thanks for your feedback! We're trying to make it as easy as possible, but also don't want to clutter up the interface, because then it'll be difficult to use.

Inappropriate?But if you can't see the target tab the interface becomes impossible to use.
4 radio buttons when you choose URL from the drop list will make it obvious for users and defaulting to none will allow easy 3 click construction of a URL
Alternatively the target tab should flash or reverse colors or something to draw attention to it when it appears.
