Doesn't your server identify and collect IP addresses of visitors?
If it does, why register? And why can't you ID the IP of the troublemakers? I understand that IP addresses can be spoofed, but if you don't collect them and try to contact the hosts, the hosts never know they're being spoofed. . . no? . . . then again, some hosts actually encourage spoofers, so where does that help?
So, to make it easy, you require registration - understood. . .

Hrmph. It won't let me edit that post, so I'll just reply to it.
One trick to use is to have your big image that you'd use as the faux work site preload on the front page as a 1x1 pixel image (I don't think 0x0 pixels will work right). Then, the image should cache for the users, then when they click on the PANic button, the link takes you to the page with the cached image, and it should be purty quick.
I've done that before, and it works pretty well.

Well, the typical way to do it is by having the link direct you to a full page image of something, um, work-related. :)
A lot of the times, the panic button takes you to a site like CNN.com or something like that.
However, you could just design a nice generic page that would look innocent and load fast. When you have all of the CSS and everything, that can bog things down.

That makes sense -- the more you add in, the more bandwidth. It's kind of funny, sometimes it's easy to lose sight that hosting the site can get pricey. So, that's why I feel guilty at times when I make a suggestion.
You could get some PAN-gear up for sale and get some hosting-money that way. :)
On a side note, I like the registered user exclamation point. I see quite a few people have signed up.

excellent idea, andy -- and one i've actually been trying to get going for oh, months now. unfortunately, it looks like polls (and most of the other fun plug-ins i've been playing with) will have to wait until i find a more reliable (but affordable) host that won't shut down the site every time a post makes it to the front page of digg.

I think reggies are generally a good idea, although a PA option for "Anonymous" is good for the lazy/scared that their boss is gonna find out. Anything to stop the ANNOYING double posting and pretenders. Plus the best thing about PAN is the regulars, and I think you can lock that in with reggies. People love to belong.-
