IMO, always better to set as downloadable. You get a lot more views.
You could use Creative Commons license which requires attribution. But if you really care about copyright, then you might not want to allow downloading.
its a choice. For example, I care more about my ideas traveling so I always allow downloading. And I don't mind if people copy my ideas (I ask for them to reference me and most of them do).
At the end of the day, depends on your goals

Thats pretty fast IMO. Are you trying to go faster than that? The playing will not keep up even (i.e., the slides will not play fast enough) even if the slidecast editor allowed it....

I think this is a problem with Amazon S3 that we use to host our slideshows. They are down right now - many other web services are down because of this.
Some of the thumbnails or slideshows are cached and therefore viewable. Others are not.

It was a minor configuration issue that was responsible.

One thing I have learnt about products is "never assume" that you know what's on people's minds. And its also very helpful to hear people articulate the why in their own words. Once in a while, it turns out that we can build something even more appropriate once we understand the why, rather just the what.
