There actually is a notification, although it's admittedly very subtle and not too clear. When you request to be someone's friend, you will see that "Pending" status on their profile page, as you mentioned. The other user will get an alert on their profile page (in the block right below your user info, on the left). Clicking on that alert link will yield an ugly little page that will let you accept the friend request.
Functionally it works, but intuitive and elegant it's not. We're going to be working some kinks out of the alert system in general, and the friend requests in particular, in the near future.

Currently we two interfaces to Seesmic: a flex version (black) and an ajax version (white). The black version has all the features and settings. The white version is used for standalone video links, so most people arrive there by clicking on a link sent by a friend or in an email. Essentially, the black site offers more functionality, and the white site loads faster and was easier for people who could not login to Seesmic.
We are working on a version of the site that will give everyone the best of both world (plus a lot of other features).
