Good question!
We use few mechanisms to reflect true ratings better. we use some mathematical tricks to reflect age of ratings, ease spam effect and number of raters.
The number you usually see is not far from raw average but not always identical to raw average.
we feel it is more 'correct' to show then raw average.

I'm looking on both the administration site (www.outbrain.com) and on the widget's performance and they look normal. None of our service monitoring tool is alerting.
Here are few questions to you that can assist us follow the problem.

1. what was the time (and timezone) when you saw the problem?
2. was it only at the site (www.outbrain.com)? or you saw also slowness on the widget performance (on your site)?
3. does it still happening to you now?

I'm not Familiar with section 508 so I guess the tool is not complaint for that.
you still need mouse to hover the stars, etc...
The technical solution might be simple so I guess it might be interesting to look at it in the future.
Do you have a special case that your question is referred to? any disabilities blog or site you are asking about?

the permalink is the URL address of the posts itself and not the one for the entire blog.

At Oct 26 between 4:30 - 6:30 am EST we are doing some Datacenter maintenance.
The service will be up but on Read Only mode. meaning, ratings will be registered but not reflected back in the blogs. The system will catch up with the data once we are done.
