Britt - I'm currently having this issue, and am a US user. I've got the workaround, where i can add people via my device, but the radio buttons to activate this through the website are blacked out. Here's what a profile page looks like when I view it while I'm logged into my http://twitter.com/mcdy account:
As Eridanus mentioned, the Device updates on/off radio buttons are visible, but they're grayed out and don't react to clicks.

I see exactly what mdy describes above.
I'm an "international" user too (i.e. on Twitter's +44 international number - not Canada, India or USA) which may make me less interesting in this particular case.
I DO see the Device updates ON | OFF radio buttons: as described above, they just don't react to clicks.
I'm Eridanus on Twitter, using Windows XP (SP3) / Chrome / http://twitter.com .

The (undocumented?) command * username has the same effect as fav username, and marks (stars) username's most recent tweet as a favourite.
So * ON marked ON's most recent tweet as a favourite (assuming there actually is a user named ON). – Eridanus, on October 01, 2008 19:10

Hello! I'm currently looking into this bug. I can't, as of right now, find any reproducible instances of this, and anyone affected should be fixed within 12 hours of the problem.
Please, if you see this happen to you, let us know so we can investigate!
Specifically, if you have your phone turned on and you go to a friends profile page and you DON'T see the "notifications on/off" message, let us know.

I hope you don't mind my bumping this thread, but I was suprised to see a tweet from @trevypoos on my wife's 'home' timeline (since she follows him as well), but not mine! It kinda makes me wonder how many other tweets I've missed...

It's not a reply.. it's simply not there (nor is it on my m.twitter.com feed)! I'm worried that I'm missing out on (a small percentage of) the fun!

I have later found out that this is a symptom of a partial crash/meltdown on their side. You apparently are only able to see people who are stored on the same server as you. The servers can't see each other when Twitter is down or partly down which seems to be ALL DEE TIME. – murdog, on June 20, 2008 13:34

The one I spotted today was to someone I wasn't following so I've changed the setting, thanks :) However, I'm pretty sure that others have been absent recently without @user in at all, and from people I'm mutually following. Jon, are those missing @user messages by any chance addressed to people that you're not following yourself? If yes, that's the default setting for Twitter's @replies, i.e., "show me @replies addressed to the people I'm following". I'm also having this problem. Last noticed today, and most days to date. Cursory analysis seems to show that tweets from people I'm following starting with "@user" are not being shown in my /home.
[Ed] I should add, this is problematic to log comprehensively; if the tweets don't show I only notice when friends follow-on from a previous tweet, and I go to their page to investigate and compare.
To log this bug, it might be useful to have a tool that checks tweets from a given account are appearing in followers' streams, perhaps by timestamp.

im having a similar problem. ive never missed an update on my mobile from msgs on my twitter site until late last week when i stopped getting all the msgs delivered to my mobile. now i seem to be getting only approx 1 in 4 delivered to my device. im only in a circle of 9 people, and none of which have a heavy load of followers. it seems my whole circle has the same problem also. username is himoore.
