After you've selected Free Transform, look up in the Options palette at the top of the screen. You should see fields for Width and Height: simply type the pixel values you'd like into those boxes with units specified e.g. "50 px." They should support any unit PS supports.

On multi-processor/core support: The level of support depends on the application. Off the top of my head, Photoshop and many of the video products (After Effects, Premiere, etc.) support multiple cores. Others may not take advantage directly but will still see speed gains due to operating system tasks being offloaded to the others cores.

On RAM: I think I'm out of my technical depth here. Why wouldn't they?

Since they were released before Windows Vista came out, we can't guarantee that they work. The versions you mention are already more than five years old, so it seems likely you'll run into at least some issues. You can find more details on Adobe software's Vista support here:
