The Twitter IM bot is still offline as of now, so people who are trying to verify their accounts won't be able to. People with existing, verified IM accounts are able to receive tweets from Twitter, but are unable to post updates via IM.
Twitter posts updates on their efforts to restore services on the Twitter Status Blog at http://status.twitter.com
Also, you may want to consider following this other thread, where more recent updates re: IM were posted by someone from Twitter..

Jabber (gtalk) is currently unavailable due to problems we experienced last Friday. We've made blog post about this and have also put a note in the UI. We were hoping to get it turned on sooner, but we're still working out the issue.

Hi all, sorry that I didn't respond sooner. :( Needless to say it got a little crazy there for a while, but thats not a good enough excuse not to make time to hop in here and answer your questions.
It *seems* like Twhirl's inability to login was directly related to API issues stemming from Twitters caching issues today. And, yes, we do need to implement a better way to inform you when Twhirl issues are based on a twitter failure rather than any user or client error. (i.e. "twitter is broke, not us")
