not everyone uses a hashtag, while spammer uses multiple hashtags in one tweet. so, if you search twitter just by hashtag, you are going to miss a lot. a better approach is to reply on semantic/nlp analysis of the content of each tweet. free website http://web2express.org uses such approach to auto-discover topics from real time conversations. from web2express digest app, you can also create topics and add all necessary keywords to capture all related tweets for each topic. I'm developing this free twitter app to make it easier for people to follow and talk about topics.
